Yes, if you go to Settings -> Global Address Book, there are two buttons at the bottom - Export Address Book as CSV and Import Address Book from CSV.
Note that because the hierarchical structure of LDAP with different object types is not easily represented in a flat file with fixed columns, the CSV file may be a bit odd, but that's the best we can do because of the way LDAP works.
